Baylor Foundation Uganda sub granted a total of 99 sub-grantees in the three regions of operation. These subgrantees included civil society organizations, people living with HIV/AIDS Networks, health facilities, and district local governments. District health offices and district community development offices were specific to the Rwenzori region where Baylor Foundation Uganda has been implementing the OVC program to support the supervision of the Community Development Officers. The subgrants to the DHO largely support technical oversight of the DHT through the district-led programming (DLP) approach.

The subgrants to the CSOs supported the implementation of comprehensive HIV/TB services within the catchment areas where funds are allocated based on target and scope of work. The table below shows the various categories of subgrantees and the amount for the year ended June 2023.

Baylor Foundation Uganda uses mainly two approaches to provide sub-grants to recipients, i.e., input-based financing (IBF) and Results-based Financing (RBF).

Input-Based Financing: funds are advanced to sub-grantees for activity implementation, and upon completion of implementation, the subgrantees provide full accountability of funds to Baylor Foundation Uganda for review and liquidation, which forms a basis for additional quarterly release of funds.

Results-Based Financing: Nine CSOs have successfully implemented this approach, and they were rewarded for milestones achieved.  RBF was adopted to address delayed accountability bottlenecks, low output attainment, and poor quality of services & documentation. It has enabled value for money, & improved documentation at HFs & CSOs.

The RBF approach has also been scaled up to the eight (08) high-volume HFs in the Rwenzori region, which is a pilot study for the HIV indicators HIV case identification, TB case finding, and retention. BFU believes the results from this study will inform decision-making at a national level.
