Dr. Robert Mutumba

Mutumba is a seasoned public health specialist with a Bachelor of Medicine and Bachelor of Surgery. Robert holds a Master’s Degree in Public Health (MPH) and completed the Afya Bora Consortium Fellowship in Global Health Leadership and Management at the University of Washington. He has over 14 years’ experience in leading integrated health care programs in the areas of Reproductive Maternal Newborn and Child and Adolescent Health (RMNCAH), Sexual and Reproductive Health (SRH), HIV/AIDS, Malaria and Tuberculosis, Gender based Violence, mental health, among other intervention areas.

Currently, Dr. Mutumba works with the Uganda Ministry of Health as Assistant Commissioner/Program Manager – STD/AIDS Control Program, where he is responsible for leading teams at the National and subnational levels to implement a priority package of STD/HIV-AIDS Response interventions in the Country. He is responsible for developing and monitoring plans for implementation of HIV/AIDS prevention and Control Programs, providing technical support related to HIV/AIDS, monitoring utilization of resources for HIV/AIDs prevention and Control, preparing and submitting periodic performance reports on HIV/AIDS prevention and control, supervision, coaching and performance of staff, among other duties.

Before appointment as the STD/AIDS Control Program Manager, Robert previously worked as a Principal Medical Officer in the Reproductive and Child Health Department at the Uganda Ministry of Health. He has chaired various Technical Working Groups such as; Maternal and Child Health, Family Planning and Reproductive Commodity Security, SRH/HIV/GBV integration, among others. Robert is a Member on various organization Governing Board of Directors. These include; Baylor Uganda, Bugema University, Rwenzori Center for Research and Advocacy, among others.

Mutumba has a vast understanding of Uganda’s decentralized health care system (local governments) having worked in the positions of; Medical Officer, Senior Medical Officer and Acting District Health Officer. Robert is privileged to have worked with community based organizations, local and International

NGOs as a trainer, mentor, Quality Improvement Coach, in close collaboration with various Health

Development Partners such as USG (WHO, USAID, CDC, PEPFAR, DoD), United Nations (WHO, UNFPA, UNICEF, UNAIDS), Implementing Partners, Academia, among other key stakeholders.
