A Global Threat Becomes a National Responsibility
According to the Global Burden of AMR (GRAM) Report, AMR caused 1.27 million deaths globally in 2019. Without urgent action, this figure could rise to 10 million annually by 2050. In 2021, there were an estimated 5,620 deaths attributable to AMR and 26,800 deaths associated with AMR, surpassing the combined toll of HIV and TB. It’s a silent pandemic that affects every aspect of life: from our hospitals to our farms and water sources.
The Fleming Fund Country Grant II Project
Through the Fleming Fund Country Grant II, Baylor Foundation Uganda is working in collaboration with national and international stakeholders to slow, stop, and reverse this deadly trend.
With support from the UK Department of Health and Social Care’s Fleming Fund through UK Aid and management by Mott MacDonald, we are strengthening Uganda’s health security through a One Health approach—that’s human, animal, and environmental health, all in sync.

- Co-developed Uganda’s AMR National Action Plan II (2024–2029): A strategic roadmap for a unified, cross-sectoral response.
- Built surveillance capacity across laboratories and institutions.
- Strengthened national policy advocacy by working directly with Parliament and key ministries.
- Elevated public awareness and professional training on responsible antibiotic use and AMR containment.
- We joined the 9th Antimicrobial Resistance Conference in Kampala and witnessed the launch of the following key strategic documents that will help the country to to prevent, detect, and respond to AMR:
- The 2nd Uganda Antimicrobial Resistance National Action Plan (NAP-AMR II)
- The One Health Strategic Plan
- The National Action Plan for Health Security (NAPHS II, 2024/25–2028/29)
